An employee at Bridgend County Borough Council was injured after suffering a dumper truck accident.
The accident happened in September 2008 when the man was driving the dumper through a wood near Moel Gilau Lane in Bettws.
The one-tonne vehicle toppled over, leaving the driver trapped underneath.
Following his accident, the injured worker was airlifted to hospital for an operation for the personal injury he sustained in the accident.
A Health and Safety Executive (HSE) investigation found that the area that the dumper driver had been working on was too steep for the vehicle and a suitable risk assessment had not been carried out for the work.
Bridgend County Borough Council was found guilty of breaching Section 2(1) of the Health and Safety at Work etc Act 1974 and was ordered to pay nearly £6000 in costs and was fined £10,000.
The HSE inspector working on the case said, "Employers have a duty of care to ensure that drivers are suitably trained, risks are properly assessed and that adequate safety measures are in place.
A strict health and safety policy can help protect against similar work accidents happening in the future.
